The football market unlike any market keeps on fluctuating as well. With clubs performing well gain valuation and vice versa. The form of the clubs depends upon the player's form and valuation directly. The higher you are ranked in the league the higher your stocks will be. The most accurate way to find out about a player or a club's valuation is to check the Transfermarkt. 

Based on form clubs choose their targets for the upcoming seasons and bid in the Winter or Summer transfer window. Summer windows are generally preferred because players are a bit cheaper than when compared to the winter transfer window when the players are in the middle of the season and that two performing well. No club would like to lose an in-form player unless an extraordinary offer comes for them.
